It’s Italian.
I can make out the words “il mondo es mio”; just to be sure I ran them thru Google translate and it comes out to “the world is mine”.
That’s about the extent of my Italian knowledge though, if anyone else can understand the rest of the words go for it (it’s hard enough understanding opera sung in English :p)

EDIT: I did English to Italian translation on part of it and made out one more word. The last part of the spoken words say:
“Finalmente, il mondo, il mondo, il mondo, il mondo es mio!”
Which exactly translates to “The world is mine at last”

Christian! Christian!
At last, you're on your own!

Da codesta ora!
Non più sotto l'ombra del fratello
Finalmente!
Il mondo, il mondo, il mondo è mio!

From this time!
No longer under the shadow of his brother
Finally!
The world, the world, the world is mine!

It makes so much sense! I wish I had known 17 years ago.
