What Faf said or Goldwave, Adobe Audition, anything like that. I'm sure someone could get you the full version.

I wouldn't recommend either of those. He's a beginner, so the best program for him to start would be Audacity, like Fat said.
In fact, most of the big-name mashers on YouTube use either Sony Vegas or Sony Acid.

Virtual DJ is the one to look out for if you want to make a proper DJ like mashup and not just a one after the other mix.
It's totally free for home users although for the extras you would have to pay for professional to get them.
Regular editing software isn't good enough if you want to make tweeks pin point how you want them to be on the fly.
As VDJ is actual mixing software you can change pitch and speed whilst the track is playing and also run up to 4 virtual turntables at once and all that goodness.
Editing software has dodgey limits like you have to stop the track to speed it up, slow it down and change pitch, plus you can't compare BPM's between tracks 1 & 2.
In VDJ it has a BPM gage so you know exactly how much to change to be able to blend them.
I definitely recommend the free version of VDJ over editing software for this type of thing.
However if you want it to sound even better than either stand alone a combination of an Editor and a DJ app together is the way to go so you have every feature out there.
For example the BPM checker in the DJ app could be used to get the pitch for a WWE Made edit that would sound better if done in an audio editor if the theme edit you want to make is one source is faster or slower than the other, so both work hand in hand really.
